The chief of staff ordered the major commanders to submit an intelligence report to the General Staff, "How about sending an additional 20th Division to Gwangju?" which could be mobilized immediately, as it was judged that "we cannot prepare for an emergency with only airborne units," and instructed them to "discuss and decide.

He ordered the 3rd Airborne Brigade to be sent to Gwangju immediately, and while the general was discussing with his staff the deployment of the 20th Division, an urgent intelligence report came in. This time, not in Gwangju, but in Naju, the armory of a reserve battalion had been raided by a protesting crowd, with more than 1,700 weapons taken, along with live ammunition and explosives, and military trucks in sight. After reading the intelligence report, the commander-in-chief instructed key commanders to "escalate and re-establish the level of an event to an upheaval (unrest) situation, not a demonstration or riot," and to "follow up" on the events in Naju, and told the security commander to "follow up" on the story.
