이에 대하여 김경재 前 의원은 언론을 통하여 DJ로부터, “자네는 내 의도를 잘 아니까 구두로 내 메시지를 전하라”는 지시를 받았었고, 수행원 두 명을 대동하여 방북했었다고 했다. 하지만 이미 중국에서 북한 경찰을 안기부로 강제 납치해서 고문했던 사실을 확인한 북한으로부터 소환 통보를 받은 김대중이, 김경재 前 의원에게 이런 부탁을 했을 리는 없었을 것이고, 김경재 前 의원도 거짓말을 했던 것이다.

김경재 前 의원은 공개적으로 북한을 방문하기 위해 또 하나의 명분으로 내걸었던 첫 대북사업은 ‘평화자전거보내기운동’이었는데, 우연히 만난 유엔개발계획(UNIDP) 한국 본부 프랑스인 관장으로부터, “자전거를 보내라”는 아이디어를 듣고 나서 즉각 곧 청와대에 보고하고 이 단체를 사단법인체로 등록했었다.

김경재 前 의원은 기업이나 개인의 후원금을 모아 지속적으로 북한에 자전거를 보냈었고, 의약품도 세 차례에 걸쳐 300만 달러 만큼의 물품을 보냈었다.

북한에 보내는 자전거는 가격 때문에 국산보다는 대부분 중국산이었는데, 이에 고마움을 느낀 북한 관계자들이 그와 만나자는 신호를 보내왔었고, 김경재 前 의원은 주로 중국 베이징을 중심으로 10여 차례 북한 관계자들과 만났었으며, 당연히 통일부의 사전 승인을 받은 공식적인 접촉으로 대국민 홍보용이었던 것이다.

김경재 前 의원이 평양으로 입국할 때 옆자리엔 現代家의 정몽준 前 의원이 있었는데, 비행기가 이륙할 때에는 정몽준 前 의원이 답승하지 않았지만 따로 이틀 후에 평양에서 김경재 前 의원과 조우했었다.

김경재 前 의원의 방북을 비밀에 부쳤었던 정몽준 前 의원은 2002년 월드컵 문제로 방북을 한다는 공식적인 계획의 일환이었었다. 그로부터 얼마 후, 현대건설 정몽헌 회장의 사망 사건이 발생했는데. 이와 무관하지 않았다고 여러 관계자들이 전(傳)한 바가 있었다.

김경재 前 의원은 서울 귀환 5일 후에, 청와대로부터 들어오라는 연락을 받았고, 김대중에게 방북 성과를 보고했다. 이미 김대중은 국정원 차장을 평양에 비밀리에 파견하여 실질적인 협상을 진행하였기에 김경재 前 의원의 대답에 건성으로 대답하면서, 그후로는 김경재 前 의원을 찾지 않았던 것이다.

한편 국정원 차장은 평양을 비밀리 방문해서 김정일을 만나서 북한이 김대중에게 직접적으로 요구하는 내용을 청취하여 김대중에게 직접 보고했다. 이때 “작계 5027-98”을 직접 김정일에게 건넸고, 북한은 김대중에게 518 참전 댓가와 북한 인민 납치 고문 사건의 배상으로 천문학적인 금액을 직접 청구했던 것이다.

이런 사실을 김경재 前 의원은 지금까지도 입을 닫고 있지만, 이미 정보기관 관계자들로부터 다 흘러 나온 이야기를 김경재 前 의원만 모를 리가 없었을 것이다.

이때부터 대한민국은 북한으로부터 천문학적인 돈을 뜯겨 가면서 “IMF 사태를 극복한다”라고 말하면서 온 국민에게 “금반지 모으기 운동”까지 벌이는 뻔뻔하고 어리석은 행동을 자행했던 것이다.

국정원 차장의 비밀방북과 비밀임무

중국 정보부와 북한 정보부는 김대중과 그 정부 그리고 그의 정당이 모두 “공중분해” 될 수 있는 약점을 잡고 있었기 때문에 김대중과 국정원(國情院)은 두 나라 정보기관의 요구를 들어주지 않을 수가 없었던 것이다.

만일 김대중이 중국에서 북한 경찰을 강제 납치하여 안기부에서 고문했었고 그 이유가 총풍사건을 조작하기 위해서였다는 것이 폭로된다면, 현직 대통령인 김대중은 즉각 외환죄(外患罪)로 구속이 되고, 중국은 내정간섭과 김대중의 간첩설을 주장하게 되는 상황이었다. 이에 북한도 김대중과 이종찬의 지하당 세포설을 흘리게 되면, 김대중 정부 각료들 상당수와 당시 김대중의 정당인 새정치민주회의 당원들 상당수 그리고 김대중이 임명했던 김대중 여단 반란군인 518 유공자 대부분이 구속되고 사형에 처해질 것이기 때문에 김대중과 국정원은 무조건 중국과 북한 정보부의 요구를 들어주어야만 했다. 그것은 정권 유지 차원이 아니라 목숨이 부지되어야 하는 더 큰 의미도 포함하는 것이었다.

이런 필연적인 이유로 김대중은 공작했던 국정원 상층부에게 김정일의 요구대로 밀북(密北)을 지시했고, 그 임무는 차장 중의 한 명이 맡아 밀북하여 김정일과 독대했던 것이다.

이에 김정일은 당장 과거의 518 참전 댓가를 요구했고, 북한이 “대남적화에 필요로 하는 금액을 전부 제공하라”는 요구와 함께 한-미 군사기밀인 “작계 5027-98”을 요구했었던 것이다.

그리고 김대중이 직접 방북해서 “북한의 요구를 모두 수용하는 서명을 해야만 한다”는 조건을 내걸었던 것이다.

국정원은 이를 김대중에게 직접 보고해서 내락(內諾)을 받았고, 비밀리에 대북 접촉을 지속하면서 군사 관계와 햇볕정책에 대한 후속 조치를 긴밀하게 협상하여 나갔던 것이다. ([김대중과 청죽회 국정원장들의 대남적화 공작], 저자 정담, pp. 102-108, 도서출판 청척모)

In response, former lawmaker (member of national assembly) Kim Kyung-jae said that he had received an instruction from DJ through the media to “deliver my message verbally because you know my intentions well” and had visited North Korea with two aides. However, Kim Dae-jung, who had already received a notification of his summons from North Korea which was aware of DJ’s forced abduction and torture of North Korean police officer in China, would not have made such a request to Kim Kyung-jae, and Kim Kyung-jae was lying.

The first project that former lawmaker Kyung-jae Kim cited as another reason for publicly visiting North Korea was the “Peace Bicycle Movement,” which he immediately reported to the Blue House and registered as a corporation after hearing the idea of “sending bicycles” from a French director of the United Nations Development Program (UNIDP) Korea headquarters whom he met by chance.

Kim Kyung-jae, a former lawmaker, had sent bicycles to North Korea on a continuous basis by collecting donations from companies and individuals, and had also sent $3 million worth of medicine three times.

Most of the bicycles sent to North Korea were made in China rather than in South Korea because of their price, and North Korean officials, who were grateful for this, sent signals to meet with him. Former Assemblyman Kim Kyung-jae met with North Korean officials about 10 times, mainly in Beijing, China, and these were official contacts with prior approval from the Ministry of Unification, which were for public relations purposes.

When former lawmaker Kyung-Jae Kim entered Pyongyang, a Hyundai family member Chung Mong-joon, former lawmaker was seated next to him. When the plane took off, Chung Mong-joon did not return, but he met with former lawmaker Kyung-Jae Kim in Pyongyang two days later.

Former lawmaker Chung Mong-joon, who kept secret the visit to North Korea by former lawmaker Kim Kyung-jae, was part of an official plan to visit North Korea in 2002 over the World Cup issue. Shortly after that, the death of Hyundai Engineering & Construction Chairman Chung Mong-heon, (a brother of Chung Mong-joon), occurred. Several people involved in the incident said that it was not unrelated.

Five days after returning to Seoul, former lawmaker Kim Kyung-jae received a call from the Blue House to come in and reported on his visit to North Korea to Kim Dae-jung. Kim had already sent the deputy director of the National Intelligence Service to Pyongyang to conduct secret negotiations, so he answered former Assemblyman Kim Kyung-jae's question perfunctorily and did not contact him again.

Meanwhile, the deputy director of the National Intelligence Service secretly visited Pyongyang and met with Kim Jong-il to hear what North Korea was directly demanding from Kim Dae-jung and reported it directly to Kim Dae-jung. At this time, he directly handed over “Operation Plan 5027-98” to Kim Jong-il, and North Korea directly demanded astronomical amounts of money from Kim Dae-jung as compensation for actively participating in the 518 War and for the abduction and torture of North Korean individual.

Former lawmaker Kim Kyung-jae has kept his mouth shut about this, but he must have known about the story that had already been leaked by the intelligence agency officials.

From this point on, the Republic of Korea was extorted astronomical amounts of money from North Korea, and the government brazenly and foolishly carried out the “gold ring collection movement” to the entire nation, saying that it was “overcoming the IMF crisis.”

The National Intelligence Service's Deputy Director's Secret Visit to North Korea and Secret Mission

The Chinese and North Korean intelligence agencies held the weakness that Kim Dae-jung and his government and his political party could all be “disintegrated into air,” so Kim Dae-jung and the National Intelligence Service (NIS) had no choice but to meet the demands of the intelligence agencies of the two countries.

If it was revealed that Kim Dae-jung had forcibly kidnapped North Korean police officer from China and tortured him at the National Intelligence Service to fabricate the ChongPoong Incident, then the incumbent president, Kim Dae-jung, would be immediately arrested for foreign affairs crimes, and China would claim that Kim Dae-jung was interfering in its internal affairs and was a spy.

If North Korea leaked the story of Kim Dae-jung and Lee Jong-chan's underground party cell, a large number of ministers in the Kim Dae-jung government, a large number of members of the New Political Democratic Party, Kim Dae-jung's political party at the time, and most of the 518 (loyalists) (fake) national merit recipients of the Kim Dae-jung Brigade, which Kim Dae-jung had appointed, would be detained and sentenced to death.

Therefore, Kim Dae-jung and the National Intelligence Service had no choice but to meet the demands of the Chinese and North Korean intelligence agencies. This was not just about maintaining the regime, but also about saving their own necks (lives). 

For this inevitable reason, Kim Dae-jung instructed a secret visit to the upper echelons of the National Intelligence Service, who had been working for him on the (secret) operation, which was to assign one of the deputy directors to go on a secret visit to North Korea and to talk with Kim Jong-il alone, face-to-face.

In response, Kim Jong-il demanded the compensation for the previous participation in the 518 War (by the North Korean special forces) right away, and demanded that Kim Dae-jung to provide all the money needed for the “pan-South Korean communization” endeavors and to hand over the “Operation Plan 5027-98,” a South Korea-US military secret.

Additionally, (Kim Jong-il set forth a stipulation that) Kim Dae-jung to personally visit North Korea and “a signature (by Kim Dae-jung) must be given that accepts all of North Korea's demands.”

The National Intelligence Service reported this directly to Kim Dae-jung and received his approval, and while continuing to secretly contact North Korea, they closely negotiated follow-up measures on military relations and the Sunshine Policy.
