김대중은 비밀리에 다시 국정원 차장을 북한으로 보내서 북한과 협상을 하도록 하였으며 비밀리 북파된 국정원 차장은, 북한 측으로부터 “최인수 사건을 다 알고 있다”는 것과 그 공작에 대하여 “대남 지하망을 통해 역공작을 할 수도 있다”는 협박을 받으면서 우선 먼저 “작계 5027-98”을 북한에 보내라”고 요청을 받았던 것이다.

여기서 국정원 차장의 이름을 밝히지 않는 것은, 당시의 국정원의 다른 모든 관계자들은 필자가 유튜브 방송으로 이런 내용을 공개했을 때 아랑곳하지 않았지만, 그 국정원 차장은 일체의 활동을 중단하고 자숙하고 있기에 그의 마음을 헤아려 실명을 공개하지 않는 것 뿐이다. 문희상 당시 4차장은, 지금 김대중 정치학교란 간첩학교를 운영하면서 북한에 충성을 다하고 있는데, 이 사건이 언젠가 조사가 될 때는 강력한 처벌을 받을 인물 중의 한 명이 될 것이다.

국정원과 북한 측의 접촉으로 김대중의 방북이 확정되었고, 북한은 “518 참전 댓가와 연평해전의 피해 보상과 비밀 보상의 요구 조건으로 천문학적인 금액”을 요구하였다. 또한 “NLL 무효를 꼭 달성하라”는 요구와 “대남 지하망 확대 조치에 보장 방안을 강구할 것”도 요구했던 것이다.

북한의 이런 요구에 따라 “작계 5027-98”이 북한으로 그대로 넘어갔고, 후일 노무현이 북한의 지시대로 “NLL 무효화” 공작을 제대로 이행하지 않게 되자, 김정일은 북한이 “작계 5027-98을 소유하고 있다”고 공개를 했었다.

이에 노무현은 이를 막고자 “흑금성 사건”을 조작하여 “작계 5027” 일부분만 북한에 넘긴 것으로 조작하여 위기를 넘겼던 것이다. 이 사건은 <노무현 편>에서 자세하게 다루도록 하겠다.

이렇게 간첩 김대중은, 518 군사 반란 때 북한군을 끌어 들여 북한군에게 한국군 군복과 장비를 지급했었고, 한국군인 전투교육사령부 보병학교 교도대대 조교로 편재해서, 특전사 11여단 63대대를 거의 괴멸시킬 정도의 피해를 끼쳤었으며, 이 사실이 필자에 의해 폭로되자 또 한 번의 노벨 문학상 공작을 펴서 이 사실을 은혜하려고 기도하게 되었다. 

또 대통령이 되어서는 한-미간의 극비 군사기밀인 “작계 5027-98”을 통째로 북한에 넘겼던 것이다.

김경재의 방북과 비밀 임무수행

북한으로부터 비밀리에 소환 통보를 받은 김대중은 북한의 요구와 자신에 대한 처분에 대하여 불안감을 느꼈고 비밀리에 김경재 前 의원을 독대하였다. “북한이 자신을 이러이러한 일로 소환했으니 북한에 가서 북한이 요구하는 사항이 무엇인지 파악하여 오라고 지시를 하고서는,자신의 방북에 대한 사전 정지 작업을 하여서 국민들의 오해를 사지 않게 조치하라고”까지 지시했다.

김대중의 밀명을 받은 김경재 前 의원은 자신이 단장으로 있는 합창단 ‘프리모 칸단테’ (1백20명 규모)의 평양 공연을 위해 ‘북한을 방문하겠다’는 신청서를 1999년 10월 26일 통일부에 제출했다.

그는 북한에서 북한 사람들의 고난의 행군하는 것을 보고서, “쌀과 옥수수를 지원하겠다”는 약속과 “자전거 보내기 운동을 한다”라고 방북 인터뷰를 언론에 보도하면서 김대중의 비밀 지시에 대한 연막을 펼쳤던 것이다.

1999년 11월 5일에는 북경에서 북한의 비자를 발급받았고, 다음 날인 6월 북한에 입국하여 13일까지 평양에 머물렀었다. 그러면서 북한이 김대중에게 무엇을 요구하는지 파악하였고 통일부가 북한에 보냈던 밀가루, 옥수수 등의 분배 현황을 확인하는 것처럼 위장했었던 것이다. ([김대중과 청죽회 국정원장들의 대남적화 공작], 저자 정담, pp. 98-102, 도서출판 청척모)

Kim Dae-jung secretly sent the deputy director of the National Intelligence Service to North Korea to negotiate with North Korea. The deputy director, who was secretly sent to North Korea, was first asked to send “Operation Plan 5027-98” to North Korea while receiving threats from North Korea that “they know everything about the Choi In-soo case” and that “they can counterattack through the underground network to South Korea” regarding the operation.

The reason I am not revealing the name of the NIS deputy director here is that all other NIS officials at the time did not pay attention when I revealed this information on (my) YouTube broadcast, but the NIS deputy director has stopped all activities and is refraining from doing anything, so I am only not revealing his name out of consideration for his feelings. The then-fourth director, Moon Hee-sang, is now running the Kim Dae-jung Political School, a spy school, and is loyal to North Korea. He will be one of the people who will be severely punished when this incident is investigated someday.

The National Intelligence Service and the North Korean side's contact confirmed Kim Dae-jung's visit to North Korea, and North Korea demanded “an astronomical amount of money as a compensation for participating in the 518 War and the damage caused by the Yeonpyeong Island naval battle and a guarantee of the secrecy.” It also demanded that “the NLL be invalidated” and “that measures be taken to guarantee the expansion of the underground network to South Korea.”

In response to this demand from North Korea, “Operation Plan 5027-98” was passed on to North Korea as it was, and when Roh Moo-hyun failed to properly implement the “NLL invalidation” operation as instructed by North Korea, Kim Jong-il publicly announced that North Korea “possesses Operation Plan 5027-98.”

To prevent this, Roh Moo-hyun fabricated the “Black Gold Star (HeukGeumSung) Incident” and made it look as if only a part of “Operation 5027” was handed over to North Korea, thereby managing to get out of the crisis. This incident will be covered in detail in the “Roh Moo-hyun” chapter.

In this way, the spy Kim Dae-jung had lured North Korean troops into the 518 military rebellion and provided them with South Korean military uniforms and equipment. He had also served as a teacher in the South Korean Army Combat Education Command Infantry School and caused such a severe damage to the 63rd Battalion of the 11th Special Forces Brigade to the extent of almost destroying it. When this fact was revealed by the author, he launched another campaign to win the Nobel Prize in Literature and pray for this fact to be forgotten.

When he became president, he also handed over the entire “Operation Plan 5027-98,” a top-secret military secret between South Korea and the United States, to North Korea.

Kim Kyung-jae's visit to North Korea and secret mission

Kim Dae-jung, who received a secret summons from North Korea, felt uneasy about North Korea's demands and its disposition toward him, and secretly met with former lawmaker Kim Kyung-jae. “North Korea summoned me for this and that, so I instruct you to go to North Korea and find out what they want, and to take measures to prevent misunderstanding by the people by suspending my visit to North Korea in advance.”

Kim Kyung-jae, a former lawmaker(member of Parliament) who received Kim Dae-jung's secret order, submitted an application to the Ministry of Unification on October 26, 1999, stating that he would “visit North Korea” for a performance in Pyongyang by taking the choir “Primo Cantante” (120 members), of which he was the director, on tourj.

He spread a smokescreen about Kim Dae-jung's secret instructions by reporting in the media that he had promised to “support rice and corn” and “hold a campaign to send bicycles” to North Korea after seeing the North Korean people's hardship march in North Korea. On November 5, 1999, he received a North Korean visa in Beijing, and the next day, he entered North Korea and stayed in Pyongyang until the 13th. While doing so, he learned what North Korea was asking for from Kim Dae-jung and pretended to check the distribution status of flour, corn, etc. that the Ministry of Unification had sent to North Korea.
