제 2 장 전 개

1980년 5월 20일 광주공원 아지트

작계 80518의 수정 계획에 대한 작전 전문을 받아 든 여장 지휘관(리을설)은 깊은 생각에 잠겨서 ‘지난 2일간 발생한 문제가 김대중 부대의 미흡한 작전능력과 미숙한 대응능력에 있다’고 보았다. 더 강력하게 밀어붙이지 못한 점, 그리고 독자적인 작전 행동을 보장한 것에 대하여 후회를 하면서 ‘이렇게 해서는 안 된다’고 생각을 하고 ‘명령 이행이 되지 않으면 제거해야겠다’고 생각을 한 후, 부관에게 지휘관 소집을 지시했다.

작전회의가 소집되자 광주공원 아지트에 집결한 지휘관들에게 여장 지휘관(리을설)은 오늘 밤 중대한 특수 야간 전투병과공병작업이 실시될 것이며, 금일 전투병과교육사령부 사령관이 체신부 장관으로 영전 결정이 났고, 새 전투교육사령관이 부임할 것인데, 사령관이 교체되는 이런 혼란한 시간에 야간 전투병과공병작업이 벌어지는 작전지역은, 계엄군이 일체 작전을 하지 않기로 되어 있으니 신속하게 작전을 끝내도록 하고, 잠시 후에 공수부대 3여단이 광주역에 도착하고 광주 시내에 추가로 투입이 될 것이며, 어제 나주에서 작전이 실패한 관계로 잠시 후 31사단이 광주시내에 있는 예비군 무기 6,500정과 실탄 42만 발을 군부대로 옮길 것이다. 오늘 밤에 광주에 도착할 보안사 공작원들이 오늘 광주로 투입이 되는 데, 모든 작전요원들의 ‘신분이 노출이 되지 않도록 각별히 조심할 것과 오늘부터는 신분 노출 우려가 있거나, 작전에 필요한 경우는 비밀유지에 위험한 인명은 제거해도 좋다’는 지시를 내리고, 오늘 실시할 작전명은 “군분교 점령작전”이며 작전개시는 오후 2시부터라고 각 지휘관들에게 단호하게 지시했다.

그리고 부관에게는 안내원 조직 지휘부에서 모처에서 보내 온 공작금을 전달 해 줄 것인데, 오늘 작전에 소요될 공작금을 아끼지 말고 광주사람들에게 풀어주고, 나이가 어린 사람들과 작전에 필요한 사람들 위주로 돈을 주되, 특히 오늘부터는 야간 작전이 중요하므로 급식 문제에 더 각별하게 신경을 쓰라고 별도로 지시했다.

또한 그런 다음에는 1전대장과 2전대장을 따로 불러 1전대는 광주시내 작전을 책임지고, 2전대는 광주외곽 작전을 책임지되 비밀 엄수를 위해, ‘동원한 광주사람들을 제거해도 좋다’고 지시를 하는 한편, 오늘 작전은 평양의 특별지시라고 부연 설명을 했다.

1전대는 오후 2시를 기해 광주에서, “택시 기사 3명이 공수부대에게 죽었다’고 선전하고 6시부터 차량 100대 이상을 동원해 시내로 집결하고, 광주 시내에 있는 관공서 방송국 등을 모조리 “다 불태워 버리라”, “처참하게 살해한 시신을 동원해 공수부대가 죽였다”고 하면서 시내로 시신을 사람들이 볼 수 있도록 리어카에 싣고 돌아다니고, 특히 여자들을 동원해 가두방송을 해 최대한 많은 시민들이 시내로 집결하도록 해서 진압하는 공수부대를 도청으로 몰아넣고 포위를 해야만 할 것이다. 2전대는 군분교를 정찰한 후 노인-부녀자 공작대 300명을 동원해 그 일대에 배치해 사람들이 접근하지 못하도록 하고, 저녁 6시가 되면 1전대 300명을 투입해 군분교를 점령해 군분교 양쪽을 차단하고 저녁 8시가 되면 추가로 700명의 안내원과 호송원 그리고 김대중 부대가 투입되므로 군분교 서쪽은 봉쇄하고 동쪽은 1km 가량을 작전 명령서에 있는 그대로 아스팔트를 뜯어내고 불에 탄 차량과 콘크리트 수도관, 목재 더미로 장애물을 설치해 놓고, 아시아 자동차 진입로 3군데는 진압군의 탱크나 장갑차가 통과하지 못하도록 깊고 넓게 파서 절단해 놓고 한 군데 도로만 남겨 둘 것. 야간 전투병과공병작업이 끝난 후, ‘비밀 누설 위험이 있는 사람들은 얼굴에 잉크나 페인트를 칠해 신원확인을 못하게 한 후 깊이 묻으라’고 명령을 확실하게 내려놓았다. Chapter 2 Development

May 20, 1980, Gwangju Park, the hideout 

Female (cross-dressing) commander (Lee Eul-seol) who received the full text of the operation plan for Operation 80518 was deep in thought and saw that the problems that occurred over the past two days were due to the insufficient operational capabilities and inexperienced response capabilities of the Kim Dae-jung unit. He regretted not pushing harder and ensuring independent action, and thought, “This is not how it should be done,” and “If the order is not carried out, I should get rid of him.” He then instructed his deputy to summon the commander.

When the operation meeting was convened, female commander (Lee Eulsul) told the commanders who had gathered at the Gwangju Park hideout that a crucial special night combat engineer operation would be conducted that night, and that the commander of the Combat Training Command had been promoted to the position of Minister of Ministry of Communication and that a new combat training commander would be appointed. At a time of such confusion when the commander is being replaced, the operation area where the night combat engineer operation is taking place is an area where the martial law troops are not supposed to carry out any operations, so they should finish the operation quickly. The 3rd Airborne Brigade will arrive at Gwangju Station in a few minutes and will be deployed in Gwangju city additionally. Due to the failure of the operation in Naju yesterday, the 31st Division will transfer 6,500 reserve weapons and 420,000 rounds of live ammunition in Gwangju city to the military base. Defense Security Command agents who will arrive in Gwangju tonight will be deployed to Gwangju today, and all operatives were given instructions to be especially careful not to expose their identities, and from today, if there is a risk of exposure of their identities or if it is necessary for the operation, they may remove individuals who are dangerous to the confidentiality of the operation. The operation to be carried out today is “Operation to Occupy the Military Branch School”, and the operation will begin at 2 p.m., and each commander was sternly instructed to do so. 

And the deputy will receive the operational funds sent from somewhere to the guide of organization's command center, and he was instructed to give the money that will be used for today's operation to the people of Gwangju without sparing it, and to give the money to the younger people and those who are needed for the operation, but especially since night operations are important from today, he was instructed to pay extra attention to the issue of meals. 

Then, he called the 1st and 2nd squadron leaders separately and instructed them to take charge of operations in the city of Gwangju for the 1st squadron and operations outside the city of Gwangju for the 2nd squadron, but to keep the operation secret, saying, “You can eliminate the Gwangju people who have been mobilized,” and explaining that today's operation was a special order from Pyongyang.

1st squadron beginning at 2 p.m. in Gwangju was to spread a rumor of “three taxi drivers were killed by the airborne troops” and to mobilize more than 100 vehicles to gather in the city at 6 p.m., and was ordered to “burn them all down”--all government offices and broadcasting stations in Gwangju, and  they would have to lie “after displaying all the corpses of the victims that  they were brutally murdered and then killed by the airborne troops,” and then they would drive the dead bodies around in wheelbarrows so that people could see them in the city. They would especially also use women to broadcast from the streets to get as many citizens as possible to gather in the city, and then they would drive the airborne troops into the Provincial Governmental Office Building and surround them.

2nd Squadron will scout the military branch school and then mobilize 300 elderly-female squad to deploy in the area to prevent people from approaching, and at 6 p.m., 300 members of 1st Squadron will be deployed to occupy the military branch school and block both sides of the military branch school. At 8 p.m., an additional 700 guides, escorts, and Kim Dae-jung troops will be deployed to block the west side of the military branch school, while the east side will be blocked by tearing off about 1 km of asphalt road, setting burning vehicles, concrete water pipes, and piles of wood as obstacles around as described in the operation order. Three areas of the entrance to Asia Motor were to be cut off by digging deep and wide holes in the ground so that tanks or armored vehicles of the suppression forces cannot pass through them, but to leave only one road open (accessible).
